Office Space Waterloo: The 3 Best Buildings and What They Really Cost in 2026

Looking for office space Waterloo has actually got, rather than office space the internet says it has? Start with a number that surprises most people: Wezoo lists exactly three buildings within a five-minute walk of the concourse that will rent you a private office. Seventy million people pass through Waterloo every year. Three buildings will rent them an office.

For an overview of every option, see all private offices in London.

That scarcity is the whole story. With three doors, there is no “Waterloo rate” to average — there is a station rate and there is a Lower Marsh rate, and they are 2.49× apart. This guide prices all three, shows you which sizes you can actually move into this month, and tells you honestly when the answer is to walk somewhere else. If you want the wider context first, our complete guide to private office space covers how serviced offices are priced and what “from” prices really mean.

Wezoo snapshot — office space Waterloo (private offices, July 2026)

  • 3 private-office buildings within 350 m of Waterloo station
  • Desk rate range: from £279 to £693 per desk per month
  • Median: £668 per desk per month (Greater London: £601)
  • Operators: Fora, WeWork, HQ
  • Suite sizes on the price list: 2 to 102 desks

Three doors. One of them is inside the station. That is the entire private-office market for office space Waterloo can offer today.

Office space Waterloo: Britain’s second-busiest station has London’s thinnest office supply

Waterloo handled 70.4 million entries and exits in 2024–25, making it the second-busiest railway station in Britain — behind only Liverpool Street, and ahead of London Bridge on 54.7 million. Every one of Britain’s ten busiest stations is in London.

Now put that next to the office supply. Across all 283 private-office buildings Wezoo lists in Greater London, here is how many sit within 500 metres of each major terminus:

TerminusPrivate-office buildings within 500 mMedian desk rate
Liverpool Street26£717
Fenchurch Street17£682
Cannon Street10£631
King’s Cross St Pancras9£850
London Bridge7£751
Victoria6£664
Charing Cross6£509
Paddington4£724
Waterloo3£668
Euston3£355

Liverpool Street carries 40% more passengers than Waterloo and has nearly nine times the office space Waterloo does at its door. Fenchurch Street, which almost nobody would name as a business district, has 17 buildings to Waterloo’s three.

The explanation is architectural, not commercial. Waterloo is a gateway, not a destination: the offices it feeds are on the other side of the river. The South Bank in front of it was built for culture and housing — the National Theatre, the BFI, the Southbank Centre, the county-hall block — not for lettable floorplates. Footfall is not supply. It never was.

For the reader that is good news, not bad. A three-door market is a decision you can make in one sitting.

What does office space Waterloo actually cost?

Between £279 and £693 per desk per month, and which end you land on depends almost entirely on how far you are willing to walk from platform 1.

Here are all three buildings, ordered by distance from the concourse:

BuildingOperatorWalk from concourseDesk rate (median)Smallest suiteEntry bill
Scott House, Waterloo StationFora~0 m (inside the station)£66814 desks£8,550/mo
10 York RoadWeWork174 m£6932 desks£1,400/mo
141–142 Lower MarshHQ345 m£2793 desks£837/mo

Read the last column again. The office space Waterloo sells at its furthest door is 58% cheaper per desk than the one at its nearest.

Waterloo’s dearest desk and its cheapest desk are four minutes’ walk apart. There is no gradient here, no gentle decay — the price falls off a cliff somewhere between York Road and Lower Marsh, and it falls by a factor of 2.49. The aggregator pages that quote “around £570 per desk in Waterloo” are averaging two numbers that have nothing to do with each other.

The three buildings that rent office space Waterloo, in detail

1. Scott House — Fora, inside Waterloo Station

office space waterloo - Scott House by Fora, Waterloo Station
Scott House by Fora, Waterloo Station concourse

The address is literally “Suite 1, The Concourse, Waterloo Station”. You cannot be closer to a platform than this without buying a ticket. Fora has fitted it out as a members’ club rather than an office block — the operator scores 4.2/5 overall across its estate, its strongest sub-scores being hospitality and design.

The catch is the door policy. Scott House lists two suites: 14 desks at £8,550/month and 24 desks at £17,396/month. That is it. The entry bill of £8,550 sits in the top 12% of all 227 priced private-office buildings in London, and its smallest suite is larger than the smallest suite at 91% of them. Across Greater London the median building will rent you three desks; Scott House starts at fourteen.

Best for: a settled team of 14–24 whose people commute in from the South West and whose day should start at their desk, not on the Bakerloo line.

2. 10 York Road — WeWork, 174 m

10 York Road by WeWork - office space waterloo

Cross the road from the station’s Victory Arch exit and you are there. This is the deepest ladder in the district: ten suites, from 2 desks to 102, priced £627 to £802 per desk. Bar, bike storage, phone booths, staffed reception, a restaurant in the building.

York Road is where the district’s small-team supply actually lives. It carries the only two-person office in Waterloo, and it is the only building here that can take you from a founding pair to a hundred people without a move. It is also, per desk, the most expensive of the three — you are paying for the ladder as much as for the room.

Best for: teams of 2–4 who expect to grow, and anyone who wants a room they can move into this month.

3. 141–142 Lower Marsh — HQ, 345 m

141-142 Lower Marsh by HQ - office space waterloo
141–142 Lower Marsh by HQ, Waterloo

Lower Marsh is the street market behind the station — greasy-spoon cafés, record shops, a five-minute walk that feels like a different postcode and isn’t. The building is a conventional serviced house and its price list is the flattest we have seen in London: £279 per desk, at every single size. Three desks cost £837. Twenty-four desks cost £6,696. The arithmetic never moves.

Six suites are on the list — 3, 4, 6, 11, 16 and 24 desks. On paper this building undercuts every rival in Waterloo at every team size from one person to twenty-four. The word doing the work in that sentence is “paper”, and the next section explains why.

Best for: anyone shopping on price, and any team of 6 or 24 that wants a desk today.

Why is office space Waterloo cheaper 345 metres from the platform?

Because the three buildings do not use the same kind of price list, and the kind of price list is a property of the operator, not of Waterloo.

HQ is a corporate serviced-office house. Its rate is flat: one number, £279, multiplied by however many desks you take. Fora and WeWork price per suite — every room in the building is its own negotiation, so the same building can charge £611 a desk in one suite and £725 in the next. Fora’s two suites at Scott House differ by 19% per desk, and they are on the same floor.

This is why “average desk price in Waterloo” is a number with no referent. Ask which operator, then ask which room. And do not shop on the “from” price: Scott House’s headline is £8,550 not because it is the priciest desk in the district (it isn’t — WeWork is) but because the smallest thing it will sell you is fourteen desks.

The same trap shows up everywhere in London. We measured it in detail on office space marylebone, where the median building’s front door costs 73% more than London’s while the desks behind it cost only 23% more.

What size team can rent office space Waterloo today?

Smaller than the price list suggests, and this is the single most useful thing on this page. Four of HQ’s six suites are already let. The 3-desk goes in November 2026. The 11-desk goes in January 2027. The 16-desk in December 2026. The 4-desk office is spoken for until 1 June 2031.

So the district sells thirteen suite sizes and can hand you eight of them. Here is what a team actually pays, on paper and in reality:

Team sizeCheapest suite that fits (price list)Cheapest suite that fits (available now)Difference
1–2 peopleHQ, 3 desks — £837WeWork, 2 desks — £1,580+89%
3 peopleHQ, 3 desks — £837HQ, 6 desks — £1,674+100%
5 peopleHQ, 6 desks — £1,674HQ, 6 desks — £1,674—
7 peopleHQ, 11 desks — £3,069HQ, 24 desks — £6,696+118%
12 peopleHQ, 16 desks — £4,464HQ, 24 desks — £6,696+50%
20 peopleHQ, 24 desks — £6,696HQ, 24 desks — £6,696—

The price list says £279. The calendar says £558.

A three-person team reading HQ’s rate card sees £837 a month. Moving in this July, the smallest thing they can sign is the six-desk suite at £1,674 — the bill doubles, and three of the chairs stay empty. A seven-person team fares worse: the eleven-desk room they want is let until January, so their only option in the whole district is HQ’s 24-desk floor at £6,696, seventeen empty chairs and £957 per person.

Waterloo has an office for three people. It is available in November.

Run the same check yourself on any shortlist. Filter the price list down to what is genuinely free on your start date, and the ranking of buildings rearranges more often than not. We found the same thing on office space clerkenwell, where the smallest available room jumped a size and the bill jumped 17% with it.

When should you look beyond Waterloo?

When your team is between seven and thirteen people, or when you are one or two people and £1,580 for a two-desk room feels steep. Both are real gaps in the office space Waterloo market right now, and neither is a failing of the district — it is what a three-door market looks like.

The walk is short. Office space farringdon sits eight minutes away on the Jubilee and Thameslink and is, on our numbers, the cheapest desk of any central Elizabeth line station. Across the river, the Strand and Covent Garden doors are 900 metres from Waterloo Bridge. And for a broader view of the whole capital, our private office London guide maps all 283 buildings, while serviced office London explains what is included in an all-in monthly rate.

Office space Waterloo: frequently asked questions

How much is office space Waterloo per desk per month?

Between £279 and £693 per desk per month across the three buildings Wezoo lists. HQ at 141–142 Lower Marsh is the cheapest at a flat £279 per desk at every suite size; WeWork at 10 York Road is the most expensive at a median £693. The district median is £668, about 11% above the Greater London median of £601.

How many buildings rent office space Waterloo?

Three, all within 345 metres of the concourse: Fora at Scott House inside the station, WeWork at 10 York Road, and HQ at 141–142 Lower Marsh. That is the thinnest supply of any major London terminus — Liverpool Street has 26 buildings within the same radius.

Is there office space Waterloo for a one-person or two-person team?

Yes, but only at one building. WeWork at 10 York Road lists a two-desk office at £1,580 per month and it is available now. HQ’s three-desk suite is cheaper at £837, but it is let until November 2026. No building in Waterloo lists a one-desk private office.

What is the cheapest office space Waterloo can offer a team of six?

HQ at 141–142 Lower Marsh, a six-desk suite at £1,674 per month — £279 per person. It is one of only two suites in that building available immediately, and it is the cheapest fitting office in the district for any team of five or six.

Why is office space Waterloo so much cheaper on Lower Marsh?

Because HQ is a corporate serviced-office operator with a flat rate card, while Fora and WeWork price each suite individually. The 58% gap between Lower Marsh and the station door is a difference in price-list design, not a difference in postcode. Both ends are a five-minute walk from the same platform.

The short version

Office space Waterloo comes down to three doors and one question: how many people are you, and when do you need to sit down? If the answer is six or twenty-four and you need it now, walk to Lower Marsh. If it is two or four, cross to York Road. If it is fourteen and you want to step off the train into your own office, Scott House is the only building in London that can do it.

Everything else — the averages, the “from” prices, the £570-a-desk figure the listings sites quote — is noise generated by averaging three buildings that were never comparable.
