The mechanism is simple and it is measurable. In London, the cheaper a building’s desk rate, the more offices it lists. Across the 227 priced buildings the correlation between offices-per-building and desk rate is r = −0.479 — one of the strongest relationships in the whole dataset.
Split the market by operator type and it resolves completely. Corporate houses — Regus, Spaces, HQ, Signature — run 77 buildings holding 2,512 offices (a median of 32 per building) at a median £385 per desk. Everyone else — Fora, WeWork, Knotel, Orega, LABS and the independents — runs 150 buildings holding 1,269 offices (a median of 6 per building) at a median £712.
So the small, expensive buildings outnumber the large, affordable ones two to one, and every published “London average” hands them two-thirds of the ballot. They supply one-third of the offices. That is the entire gap, and once you see it you cannot unsee it in any listings page you read.
Victoria is the cleanest illustration in London: 81.8% of its private offices are priced at either £525 or £589, because two buildings hold 90 of its 110 priced offices. Thirty metres from the concourse — the closest private office to any London terminus we have measured. Fora sells design-led floors rather than desks, and the price list says so: five offices, 6 to 14 desks, and the rate falls as you grow (£817 per desk at six people, £609 at twelve). Belle House is built for a team that already knows its size.
4. WeWork 123 Buckingham Palace Road — SW1W 9SH

Eleven offices from 6 desks to a 160-desk floor, 227 metres out, £672–£800 per desk. This is the building for a team crossing from “office” to “floor”: the 50-desk suite is its cheapest per head at £672, and the 160-desk floor is priced on request. Nobody else in Victoria offers that ceiling.

A single 18-desk office at £16,150 a month (£897 per desk), 556 metres from the station in the quieter part of Westminster. One office, one size, one decision. If it fits your team, the walk is the only thing you are trading.
