Step 1 – File the Change of Address
You submit a permanent or temporary Change of Address, either online or in person at a Post Office with photo ID. The online route carries a $1.25 identity verification fee, and the billing address on your card has to match your old or new address.
Step 2 – Wait for it to switch on
Forwarding can begin within three business days, but USPS asks you to allow up to two weeks. Mail sent in that window may still land at the old address.
Step 3 – Mail moves, piece by piece

Step 4 – The clock runs out

What Is a CMRA, and Why Does USPS Form 1583 Exist?
A Commercial Mail Receiving Agency (CMRA) is a private business authorised by USPS to receive mail on behalf of other people as their agent. Every legitimate mail forwarding operator in the United States is one. It is a regulated role, not a marketing label.
Because a CMRA is legally accepting mail addressed to someone else, USPS requires Form 1583 and verified identification before a single envelope can be handed over. Two forms of ID, one of them photographic. The form is filed with the operator, who keeps it on record.
