Why Maryland prices track Washington, not Baltimore
Maryland has two metropolitan anchors. Only one of them sets prices.
We measured the straight-line distance from all 47 priced buildings to downtown Washington and to Baltimore’s Inner Harbor, then checked which one the per-seat rate follows. Distance from Washington correlates at −0.474: the further out, the cheaper. Distance from Baltimore correlates at −0.106, which is close enough to nothing. Combining the two — measuring each building from whichever metro is nearer, the model you would reach for instinctively — gives −0.395. It is worse than using Washington alone.
Splitting the state into a Washington half and a Baltimore half explains 2.0% of the variation in price, against 2.2% you would expect from random noise. Which side of Maryland a building sits on tells you nothing about what it charges.
The test that settles it: take only the 21 buildings closer to Baltimore than to Washington, and distance from Washington still predicts their rates better (−0.392) than distance from Baltimore does (−0.255). Narrow to the 13 Regus buildings in that group, so the brand is held constant, and the Baltimore figure turns positive (+0.232) while Washington holds at −0.399. Inside Baltimore’s own territory, moving away from Baltimore does not make an office cheaper. Moving away from Washington does.

Be careful how you use this. The rate does not fall smoothly as you drive away from the capital — the band 10 to 20 miles out is actually the most expensive in the state.

The state’s priciest seat, at $715, sits 11.3 miles out in North Bethesda, not among the buildings nearest the capital. What the capital does is hold up a broad inner region out to about 20 miles. The real step is between the 10-to-20 band and the 20-to-30 band — $94 per seat — after which the level barely moves until it falls again past 45. Measured from Baltimore the same bands read $375, $310, $329, $400 and $209, which is not a gradient at all.

Who sets the rate — the building or the brand?
Both, and in a way that is easy to check before you negotiate. Of the 47 priced Maryland buildings, 41 publish exactly one per-seat figure across every suite they list. Book a two-person room or a fourteen-person room and you pay the same rate per person; only the seat count changes.
