Take every room a building lists, plot the hourly rate against the number of seats, and something tidy happens. The points fall on a straight line. Not roughly — exactly.
The Civic Building in Epping lists seven rooms seating 4, 10, 16, 32, 34, 46 and 200 people. Fit a line through all seven and you get £30.00 plus £2.83 per seat, per hour, with a coefficient of determination of 1.000000 and a largest error of under four tenths of a penny anywhere on the card — under a twentieth of a penny on the £596.40 room. Strip the VAT out and the fixed part lands on £25.00 exactly and the seat part on £2.36. Wellington House in Colchester does the same thing: £19.00 plus £3.17 a seat ex VAT, exact across all three of its rooms. These are not curves that happen to look straight. They are two-part tariffs, published one room at a time.

Two honest caveats. The Stansted Regus row lists only two distinct room sizes, so a straight line through two points is arithmetic rather than evidence. And the word “exact” depends on which side of the VAT you stand: Epping and Colchester are exact to the penny once you strip the tax out, Brentwood is exact on the tax-inclusive figures, and every one of the three is within four tenths of a penny on the other basis. Rainsford House lists a single room, so it cannot be fitted at all.
Two things follow. First, on three of the four cards the switch comes somewhere between four and six people: below that you are mostly paying for the door, above it mostly for the seats. Epping holds out until 10.6. So at four or five people the building with the lowest fixed charge wins, while the seat charge decides everything once the room gets big. Epping pairs the highest door charge of the three well-tested cards with the lowest seat charge, a combination that makes its per-seat cost fall further, in pounds, than any other Essex building that charges for seats at all: £10.33 an hour in the four-seater, £2.98 in the 200-seater. Second, upgrading is cheap and overrunning is not. At Jubilee House two more seats costs £9.16 an hour, while a second hour on that same four-seater costs another £44.06. Size up.

1. Jubilee House, Brentwood — the latest finish in the county
Five rooms seating 4 to 16 people, from £44.06 an hour. The card here is £25.74 plus £4.58 a seat — the steepest seat charge of the five, so the bill climbs fastest here as the room grows: £44.06 at four seats, £99.02 at sixteen. Every one of the five rooms lists a whiteboard, a flip chart, a large display and video-conference equipment; natural light is listed on one of the five, so ask for that room by name if daylight matters. Rooms open 08:30 and close 18:00, the latest finish of the six buildings.
The building also lists 35 day offices at a flat £102.00 a day and hot desks at £42.00 a day. Listed services: breakout spaces, catering, a coffee and tea bar, a lounge, and wheelchair access.
2. Wellington House, Colchester — the cheapest way to hold a room all day
Three rooms — 4, 8 and 12 seats — from £38.02 an hour, on a card of £22.80 plus £3.80 a seat. That is the lowest fixed charge of the three cards we can test properly, which makes Wellington the cheapest of the three at four people; Epping’s gentler seat charge overtakes it from just over seven seats up. Its entry rate is already the four-person price, so there is no hidden bargain underneath it. All three rooms list a whiteboard, a flip chart, video-conference equipment and natural light. A large display is not listed here.
The real headline sits next to the meeting rooms: Wellington House lists day offices at £42.00 a day flat for anything from 5 to 29 people, the lowest day rate of any Essex building on Wezoo, and hot desks at £18.00 a day. A day office here costs about the same as one hour and six minutes of the building’s cheapest meeting room. Catering is the one service listed. Colchester sits 51.59 km from Brentwood and 57.44 km from Epping, at a bearing of 53° and 69° respectively — this is the north-east corner of the county, and a different catchment from the other four.

3. The Civic Building, Epping — four people or two hundred
Seven rooms, from a four-person boardroom at £41.33 an hour to a 200-person events space at £596.40. Of the five buildings that run serviced-office meeting rooms, this is the only one listing anything above 16 seats. Its seat charge of £2.83 an hour is the gentlest of the four buildings that charge for seats at all, which is exactly why the big rooms here are worth the trip: £2.98 per seat per hour at 200 people against £10.33 at four.
It is also the best-equipped listing in the county on paper. All six amenity flags — whiteboard, flip chart, large display, video-conference equipment, natural light and wifi — appear on all seven rooms, which no other Essex building manages. 4. Stansted Airport by Regus — the cheapest hour in Essex
£31.37 an hour for a four-person boardroom is the lowest entry rate of the six buildings. There are three rooms in total, one four-seater and two eight-seaters at £46.22, and all three list a whiteboard, a flip chart, a large display and video-conference equipment. Natural light is not listed on any of them. Rooms run 09:00 to 17:30 — one of the two buildings of the six that open at nine rather than half past eight, the Radisson below being the other.

5. Radisson Blu Hotel London Stansted Airport — where seats stop costing money
Twenty-five rooms, nine distinct capacities from 10 to 600 people, and one price: £34.38 an hour. The hotel charges the same whether ten people turn up or six hundred. Per seat that is £3.44 an hour in the smallest room and 5.7 pence in the largest, and it means the usual advice to book the smallest room that fits is simply wrong here. Take the bigger room. Three other fields say the same thing — that this is a venue card rather than a serviced-office card. The minimum booking is 120 minutes rather than the 60 everywhere else, so the real floor is £68.76 rather than £34.38. Cancellation leeway is 24 hours, against 13 to 23 days at the other five. And the rooms list wifi and nothing else, where the serviced-office buildings list whiteboards and video kit as standard.
