One rule, applied to what goes in and what stays out: a building counts if the outward code of its listed postcode is an N, NW or EN district inside Greater London, excluding NW10. The outward code is the first half of a postcode, and the ONS counts 3,118 postcode districts in the UK. The one EN district with a hot desk in it is EN3, in the London Borough of Enfield.
